I am not from Cluj, but I've been there twice first for 3 full months, then for three weeks and I can honestly say, the Cluj girls are some of the most beautiful and well dressed European girls I've ever seen.
As Cluj is a university city, a lot of them are highly educated, and can speak several languages, not just English. As for asking for your money, I would think that if you were dumb enough to give it to them, you deserve what you get, but generally speaking, I've never heard of any Cluj girl there asking a foreigner for money. The question is a bit odd. Our friend here just want to have some sex. So come in Cluj Napoca and go in the clubs Midi or Obsession, you can find many girls there. Why to you want to go in Suceava?
